The General Assembly provides, in Section 15.2-2280-2316 of the Code of Virginia, that the governing body of the Town of St. Paul divide the territory under its jurisdiction into districts, shape and area as it may deem best suited to carry out the purposes as spelled out in the Town Zoning Ordinance documents.
