PURCHASE OF NEW FIRE TRUCK

The Town of St. Paul invites interested bidders to submit a sealed bid for a new Commercial Side Mount Pumper with Freightliner (or equivalent) Chassis.  This vehicle is being purchased through loan and grant funds from USDA Rural Development.  Detailed specifications for this equipment may be obtained by contacting the Treasurer’s Office, located at 16531 Russell St., St. Paul, VA  24283, or by calling 276-762-5297, or by emailing treasurer@stpaulva.org.  Bids must be received by the Treasurer’s office at the St. Paul Town Hall no later than 4:00 p.m., EST on September 14, 2017.  The bid should be clearly marked on the outside “Fire Truck Bid”.  Vendors mailing bids should allow for normal mail delivery time to ensure timely receipt.  Vendors assume the risk for the method of delivery chosen.  The Town of St. Paul reserves the right to reject all bids, to waive informalities, and to accept the bid that is in the best interest of the Town of St. Paul and the St. Paul Volunteer Fire Department.

SYNOPSIS OF THE BUDGET

 

FOR INFORMATION AND FISCAL PLANNING PURPOSES ONLY

           FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018

 

PUBLIC NOTICE IS HEREBY GIVEN THAT THE Council of the Town of St. Paul will, pursuant to Section 15.2-2506 of the Code of Virginia, as amended, conduct a public hearing in the Council Chambers at the Town Hall, St. Paul, Virginia, at 5:45 p.m. on the 6th of June, 2017, to consider the proposed municipal budget for the fiscal year of July 1, 2017 through June 30, 2018.

 

A real estate tax levy of 18 cents per $100 assessed valuation of all taxable real estate and public utilities (at 100% assessment) with improvements thereon.  Note, the present tax rate of 18 cents per $100.

 

A personal property tax levy of 31 cents per $100 assessed valuation.  Note, the present tax rate of 31 cents per $100.

 

All other fees, licenses, bank stock tax, utility tax, franchise tax, cigarette tax and other taxes previously imposed by the municipality are again levied, assessed and imposed as previously established by Council and shall remain in full force and effect until changed by Council.

 

There is a proposed increase for water rates, being the third of a three year plan.  The present in-town water rate is $12.50 for the first 1,500 gallons of water and $5.25 per 1,000 gallons thereafter; there is a proposed water rate for 2017-18 of $14.25 for the first 1,500 gallons of water and $6.45 per 1,000 gallons thereafter.  The present sewer rate is 110% of the water bill.  The proposed sewer rate for the 2017-18 fiscal year is 110% of the water bill.  The present out-of-town water rate is $22.50 for the first 1,500 gallons of water and $8.75 per 1,000 gallons of water thereafter; the proposed water rate for out-of-town is $26.00 for the first 1,500 gallons and $10.25 per 1,000 gallons thereafter.  The present out-of-town sewer rate is 110% of water; the proposed out-of-town sewer rate for the 2017-18 fiscal year is 110% of water.  Residential garbage rate is $8.50 for in town and $10.50 residential out of town.  There is no proposed increase for residential garbage.  There is no proposed increase for the water and sewer tap rates.  The present sewer tap rate is $350.00 and the present water tap rates are as follows:  ¾” line is $750; 1” line is $1000; 1 ½” line is $3500; 2” line is $3800.  There is no proposed increased in the road crossing fee of $500.

 

Any citizen, taxpayer, or interested person shall have the right to attend and state his or her views orally or in writing on the budget.

 

A copy of the entire proposed budget is available for public inspection at the Town Hall during regular business hours.
